When it comes to winning, Delaware is to Miss USA while Susan Lucci is to Emmy's. Well, that was before Susan Lucci finally won that Emmy in 1999. Will 2010 be the year that Delaware finally ends the streak? Well, they have a very good chance with Julie Citro.
Julie is 26 years old and hails from Wilmington. She's a senior at Wilmington University, majoring in Elementary Education.
Believe it or not, this was Julie's fourth try at the state title before finally winning the crown. She was 1st Runner Up in 2008 & 2009 and was in the top 15 in 2007.
